Quote: "From the outset, the government had been militarily superior. Since the CPP tactics were to connect with rural support, and establish strongholds in the two largest islands, Luzon (northern Philippines) and Mindanao (southern Philippines) it has however been able to at times control substantial territory. During 1989-2002, the CPP have largely been on the defensive and have responded by low-scale guerrilla attacks. As a means to pursue the conflict, the CPP have largely depended on “taxing” villages and companies, and at times they have also been involved in kidnappings as a way to raise money as well as receive international attention".
